Cut your design out of corrugated cardboard (if you need to stick pieces together use hot glue) make your paper mache paste or pulp (recipes on line) dip hand ripped paper shreds into your paste (if you made pulp, I'm not sure from here on), squeeze off excess paste, and apply it to your cardboard, each piece slightly overlapping, and repeat for as many layers as you see fit,drying between each layer.
To make it sturdy, every other layer should be copy paper, the others newspaper or flyers, the last layer should be copy paper, to make it easier to paint.
