Check out page 25 of the manual for adjusting the brake. http://www.managemyhome.com/mmh/lis_pdf/OWNM/L0203049.pdf If adjusting the brake doesn't work you may just need to disassemble the brake assembly and clean some of the parts to free them up. If everything is working properly you might have to replace the brake linings. The brake linings last a very long time.

If you have the correct belt on the mower, then the problem is probably the fact that your deck pulleys are not hitting the brakes that are supposed to stop them from spinning.
If you put it in for engine oil you will have a major problem. If you put it in with the fuel then you will notice the mower smoking a lot and possibly fouling the spark plug.
