Be aware that there are two kind of felt impregnations: bituminous and tar - there is a distinction between these two. do you mean tear as in tair, or tear as in teer?? In tear as in tair, a bandage might help. In tear as in teer, i recomend wiping your eye with a tissue, but not too much, or your eyes will go red

That probably refers to the layer of roofing felt(paper) that lies between the roof sheathing(plywood) and the shingles..a fallen limb could tear thru that "membrane" and rain could become an issue
