What would cause oil to be lying on engine of 1984 Toyota pickup?

Well to start with it's not unusual for an older engine to have several oil leaks due to aging gaskets. On top it is probably a valve cover gasket but the first thing I would check is the pcv valve. If it is stuck (doesn't rattle when you shake it) it will cause pressure to increase in the crankcase forcing the oil through the gaskets. That would be about a 5 dollar fix. Next check the cap where you add oil and see if the gasket on it is still good. With that cap removed, start the engine and see if you have a lot of pressure there called "blow by". Blow by is caused by a bad PCV valve or worn piston rings and valve guides. If the rings and valve guides are worn enough to cause significant blow by you will eventually have to rebuild the engine. On a 1984 Toyota it probably doesn't make much sense to rebuild the engine. The cost would be more than the truck is worth unless it has some sentimental value to it. Good luck.
