Before a repair should be done to a buckled concrete wall, the cause of the buckling must be determined and mitigated. Look for water runoff that is flowing to the wall and correct this. Buckling of a basement wall in residential structures is generally a result of the thaw/freeze cycle.

The application of a 2x2 x 1/4" square steel tube will likely only make you feel better. It does not have the strength to prevent further buckling. The pressure on the outside of the wall could be 20-30,000 pounds per sq foot. Your 2x2 might withstand 600-800 pounds before it buckles as well. Most likely, any fasteners used to attach the tube to the wall will fail first.

Your proposed solution will likely do nothing and may induce more cracking of the wall.
