If someone is tinkering with something they are said to be making small changes, in the hope of a slightly improvements. Although the usual usage is linked to people tweaking machines and gadgets, it is frequently used to describe other kinds of alterations. For instance, Claudio Ranieri, when managing Chelsea, was called the "tinkerman", for his habit of changing teams that were already winning to see if a few more goals could be scored. His tale is cautionary - as sometimes his tinkering was successful and sometimes it wasn't. In one particularly memorable case "tinkering" caused Chelsea to lose a game in which they were winning 3-0 and to be knocked out of the Champion's League.
