I have been on a lot of ships and boats and I have never heard that term before. However if I was to guess, I would have to say that it refers to someone that has a large backside caused from sitting on the mess deck (which is where you eat on a ship) and eating enough food to gain a lot of weight. Or they just like to hang out on the messdeck. There is a term that I think is called a "Secretary's butt". It comes from having a job where you sit down all day and get little to no exercise which can lead to weight gain.
