Tap them in "lightly" with a hammer or a mallet.
Pedals that can take cages usually have holes for them already drilled. You might have to unscrew/prise away a reflector or cover plate first, then the cages screw right on.

The hole would have no metal to cut the threads in if the hole were drilled the same diameter as the tap.
drill a hole, ive drilled several holes in my shaft for different heads and its fine, but you may also want to tape still to assure that the screw will not fall out while your playing
A 3/16 inch pilot hole should be drilled for a 10 screw.
A pilot hole of 3/32 inch should be drilled for a 6 screw.
If it has the holes already just put the fins in and screw them in from the other side.
A 3/16 inch pilot hole should be drilled for a 12 wood screw.
