You can't adjust high beams and low beams separately. All you can do is loosen the head light and adjust the tilt, then tighten it.
The high beam is fixed and not independantly adjustable. The low beam and fog lamps are the only adjustable lamps.

There is a screw (phillips) located next to the lo-beam housing, to the left or the right depending on which side you're going to adjust. Turn to the left and the beam will pitch upwards and to the right it will pitch downwards. Have fun ;D.
what about the low beam?
You should switch from high beam to low beam when an oncoming vehicle is within 500 feet or when you are following another vehicle closely, typically within 300 feet. This helps avoid blinding other drivers and ensures safer driving conditions. Always adjust your headlights based on visibility and road conditions as well.
9006x for the low beam and 9005x for the high beam.

The 1999 Chevrolet has a separate fuse for the low beam headlights. The low beam headlight fuse, can be found in the fuse box.
the high and low beam work on the same bulb... if your low beam isn't working the problem is electrical
low beam, 9005 will be the high on that vehicle
Low beam bulb is burnt out. Replace it.
