Left above as was previous answer. While there are good points there, the question was completely ignored. You should be able to buy a motorcycle with or without a permit in New York as far as I know. As for this question, buying is not the same as operating. This is also assuming you are buying it outright. If you plan on buying one by financing, generally all places require you to have full coverage on your bike(which also as far as I know you don't have to have a license, however this will probably depend on the insurance company).
