A person of 14 has the ability to operate a motor vehicle and children as young as 8 or 9 have shown an ability to operate a motor vehicle, which is legal if it takes place wholly on private property. Often, youngsters under the legal driving age regularly operate motor vehicles on family farms or for sport. But operating the equipment is not all there is to driving. There are a lot of rules to learn and mature judgement skills are also required to drive on public roads. Too many young people (and far too many older people) take to the road with no comprehension of their personal responsibility for the safety of others with whom they share the road and those people in and around places where motor vehicles are driven.
