Do you mean the mopeds with pedals or a scooter? For a moped with pedals, hell no! It is illegal and stupidly dangerous. You will be going about 25-30 mph with the wind at your back, while you have cars, SUVs and semi trucks whizzing by at 80+ mph. You would have to be insane to drive one of those on an interstate highway.

As for scooters, this depends on your displacement. In most states, as long as your scooter is at least 150 cc and over, it is legal. But I would not recommend riding any thing under 350 cc on major highways. A 150 cc scooter will barley maintain 65 mph. This is also at wide open throttle with no breathing room on a flat surface. I don't even think most 250 cc scoots were meant for the highways these days. A 400 cc scooter is the perfect minimum displacement for the highway in my opinion. It will easily cruise at 80 mph all day long and reach upwards of 100 mph.
