You haven't really stated what you are trying to accomplish.there is a set screw on the bottom of the carb on your left as you are sitting on the quad you can adjust the idle up and down using this it changes how lean you are running.

Loosen the 2 bolts on back axle.... then turn the center carrier it is what is called a concentric and will tighten chain. BUT don't tighten to much
I would first look at the idle jet to make sure it is not clogged. If the idle jet is ok, it is either a bad spark plug (not likely but a cheap fix), the carburetor out of adjustment or a faulty ignition.
