I will answer this question based on the many dirt bike tires in which I have changed. When I remove the wheel, there is a nut on one side of the bike which needs to be removed; after removing the nut, the axle will slide out the opposite side of the machine from the nut. I usually refer to this nut as an axle nut rather than a lug nut.
Locking lug nuts are just as strong as standard lug nuts, just as long as they are correctly installed with the proper locking lug nut key wrench.
The torque for the lug nuts on a cat backhoe 426c depend on what size the lug nuts are; for 1/2 lug nuts the torque should be around 80; for 9/16 lug nuts the torque should be around 140.

Remove old lug nuts replace with new one. I recommend buying lug nuts from toyota dealers. OEM lug nuts last longer than aftermarket.
There are a couple of different tools that are good for tightening lug nuts. A torque wrench and a lug wrench are good for tightening lug nuts. Typically lug nuts would be tightened with a torque wrench, but a lug wrench is much cheaper.
