Yes, New Hampshire requires a license to operate a motor scooter with an engine size of 50 cc or less. Riders must have either a valid motorcycle license or a motorcycle learner's permit. Additionally, all scooters must be registered with the state. It's important for riders to familiarize themselves with state laws and requirements regarding safety equipment and insurance.

Razor scooters are simply scooters for children to ride around and play on that can easily be folded away and carried around. They can be bought for as little as $50.
Texas DMV has the laws online. For 50cc or lower IF it qualifies as a moped...some do, some don't and the approved list is online too at DMV..then you take a written test and can get a moped license at age 15. Anyone with a reg. drivers license can also ride a moped. If the 50 cc does not qualify as a moped or is larger than 50cc, you need a motorcycle license which is just an M on your regular drivers license. Almost everyone gets this by taking a motorcycle safety course, then taking the written motorcycle test at DMV. An Aprilia 50 cc does not qualify as a moped, but the Honda Metro 50cc does in Texas. The driving rules that apply are the same for both cars and scooters with one exception: Mopeds can use bike lanes. It would not be legal to ride on sidewalks, but then it isn't legal for bicycles to ride on sidewalks either. Texas defines a moped as a motorized vehicle no larger than 50cc capable of speeds no greater than 30 mph. For this reason many 50cc scooters are restricted. The dealer can de-restrict the scooter to make it go a little faster. The Aprilia 50 goes 42 mph. Here's a general rule on speeds: 50 ccs go 25-40 mph (although the Aprilia RS50 goes 50 mph), 125 cc scooters go 55-60 mph, 150cc about 65mph. 250cc scooters go 70-80 mph. The old vintage mopeds that are chain driven only go about 25 mph. All motorized vehicles require license plates. Mopeds have a little sticker added to the plate. You must carry liability insurance as a minimum too and the cost of the title and registration is the same for all scooters, mopeds, motorcycles.
If you operate a motor vehicle of 50 cc's or more on a public road, the scooted must also have a license plate and the driver must also be properly licensed. If it goes on the road it needs a license, unless it is a horse, bicycle or pedestrian.
Most, but not all insurance companies will require you have a drivers license to buy liability insurance for your vehicle. All of the 50 United States however require you have a license or permit of some type before you can drive your vehicle on public roads.
That varies from state to state. Some states do not require testing, a license, registration or insurance on scooters that have engines of 50cc or less, will do 30mph or less, and no "external shifting device". Other states have more stringent laws, up to and including requiring them to adhere to the same requirements as a full-size Harley (or other motorcycle.) Check with your state's DOT for your requirements.
It depends on where you live. In Missouri you do need a valid driver's license to ride a 50cc scooter. However you do not need to title, register (get license plates), or maintain financial responsibility (get car insurance). Anything over 50cc carries the same rights and responsibilities of a motorcycle. I have talked to people with scooters from out of state that go to school with me and I have found that the rules and regulations vary widely. For instance, some states do not require a license only if it has pedals, while others require full motorcycle registration and limit them to inner city roads. A quick phone call to your local DMV should answer the question in minutes.

Razor has about the cheapest, from 50$ to 130$-ish, but the best scooters are Phoenix, MADD gear, and district, but they're pretty expensive.
