Is it gas or electric? As a factory mechanic, I have slowed many fleets down, because the conditions were unsafe for higher speeds. Most electric cars under 5 years old are changed by connecting a hand held device and changing the speed in the controller electronically Some older controllers are slowed by changing a physical wire connection. Older than 12 years are unable to control slow speed.

In gas models, you can change the speed by screwing in or out, the governor or the throttle stop on the carburetor.
