Yes, the C90 is an air cooled engine, the oil that runs through the little radiator is crankcase oil and is cooled in the system to help keep the engine temp down.
Just like the Suzuki Intruders, the C90 Boulevard also use a one-inch diameter handlebar.
68 horsepower
To change the oil in a 2007 Suzuki Boulevard C90, start by warming up the engine for a few minutes to thin the oil, then turn it off and let it cool briefly. Place a drain pan under the oil pan, remove the oil drain bolt, and allow the old oil to fully drain out. Replace the drain bolt, remove the old oil filter using an oil filter wrench, and install a new filter. Finally, refill the engine with the appropriate grade of oil through the oil filler cap, checking the level with the dipstick to ensure it's within the recommended range.
