check the plate attached to the engine which has the speed control cable running to it from the front pedal. My mower had a missing bolt which connected the plate to the side of the engine. The cable running to it would move the whole plate. This did not allow the cable to change the speed control arm inside hydrostatic assembly. I have to be careful now with the increased speed and sharp turns. Good Luck
Many mowers no longer have that. It is not a necessary item. The speed control mechanisms have a tab that the manufacturer can bend downward to lock the system in full speed. Common nowadays!
Well your transmission has to be overhauled. The shifter fork moves up and down on the shift gear and in and out of the gear cogs to allow it to shift gears.
Replace or change the tension on the spring on the manual control to throttle connection. Most speed problems are caused by the manual cable control cable being maladjusted and one cannot get a mower to run at a decent speed.
