Remove the two plastic covers located on each side and below the seat. Then you get access to the two bolts that hold the seat in place. These are located at the rear of the seat. Remove them and then slide the seat backwards and upwards.

There are 2 bolts (1 on each side) at the back of the seat. Remove these, push down on the front of the seat by gas tank and pull backward.
If you're asking where the battery is on the bike. On my CBR 250 Hurricane it's under the seat, but you have to take off all the back seat and side panels to get the seat off which is a pain.
There is not a govenor on any dirtbikes unless some one put it on after they bought it otherwise Honda, Kawisaki, Yamaha etc. do not put govenors on there dirtbikes

Take the seat cover off the seat, then take a knife and reshape the foam. You can lower up to 1 1/2 inches. Take seat cover and reapply it to the seat. This is a low cost way to lower your bike. I am a 5'8' rider and have done it twice. Most of the time when you are riding you are not on the seat anyway. However, it is nice to be able to touch the ground in the panic mode.
The turn off key located below the front fender is used to cut off the power running from the stator to the bike, so when you pull it out the bike will not run. you can take the key out so no one can start it.
