I recall reading in one of the various motorcycles magazines I have subscribed to that in the earlies 60's, a racing 250cc bike was pushed to speeds in excess of 100mph. That, however, may have been a 2 stroke (vs a 4 stroke) engine. I recall it had 6 jugs, vs the usual thumper or twin seen now days. It also had "hot" cams to keep the values open longer than a street bike would have, and it may have been running with little or no muffler or air filter (to maximize the air flow, thereby allowing faster fuel combustion). Anotherwords, that bike has little in common with a dirt or street bike. Displacement (or "size") isn't the only factor in speed.

Most "250" cc bikes I've seen have an advertised top speed of between 55 to 75mph. I had a 250cc Yamaha street bike (thumper) that could get up to 70mph, if I wasn't carrying a passenger, and if I had time to build up speed.
