I live in Schofield, WI and yes it is illegal to drive a gas powered scooter on the streets. Even an electric scooter is illegal.

For just a regular, non-electric, non-gas-powered scooter, you do not need a license.
Battery powered is better and more widely available as you can't use gas powered inside.
