There's no such thing as a 250cc moped. A moped is a 50cc scooter with a top speed of 30mph restricted.
A moped with a 150cc motor's top speed is approximately 85 MPH, and that's descending down a hill. It will average 60-70 MPH on flat surface.

But in general, most mopeds will not go real fast, because they have extremely small engines [50 cc or less in general] and were originally designed as bicycles with small engines to assist them. A much better and safer alternative is a motorcycle like the Honda Rebel. It is a 250 cc motorcycle that will get over 50 mpg and is large enough to be safely driven on a freeway. It is a much safer vehicle than a moped with it's small wheels. Go to any motorcycle dealer and look at what they have.
