I will assume you are serious. It doesn't produce volts. It simply limits them. It should allow up to 14.3 or so and shut off when the battery is fully charged.

No ..well you can but if battery is bad then the engine will shut off when you remove the jumper cables because of the way that H-D has their regulator /alternator wired you must have battery voltage to tickle the alternator to produce voltage, if battery is simply "low" then you might be sucessful.

Usually the voltage supplied to your battery when the engine is running is about 13.5-14 volts max. If the output is higher or lower than 12 volts, then the regulator could be faulty. hope this helps

It could be a bad battery or regulator. To check the regulator to see if it putting out the correct voltage check the battery voltage while the bike is running. It should be around 14 volts.
