You cannot get rates on a forum like this. There are far too many factors that go into providing insurance rates. Just some of them at State, County, Zip Code, Driver, Useage, Vehicle, liability or full coverage, and many many more factors. I have written motorcycle insurance from $30 a year to $4000 a year. Crotch rockets are many times the insurance rate of the big cruiser bikes. Buy a cruiser.

motorcycle insurance only covers the motorcycle
A 17 year old male will pay a considerately higher amount for motorcycle insurance in Massachusetts than someone older. On average a 30 year old male for motorcycle insurance would pay $700 a year. A 17 year old would typically pay approximately $1,400 a year for insurance.
anywhere from $250-$500/year
Contact the Illinois Department of Insurance
The average cost for motorcycle insurance is usually around 500 dollars a year. For a 16 year old girl, it will probably be more expensive, at least 75 dollars a month if they will even insure a motorcycle.
Call your agent
Quite a bit, depending on where you live, etc. I do not recommend allowing a 16-year-old to ride a motorcycle.
Call and ask your agent for a quote.
Too many variables. Call and ask your local agent
