It is not possible for a 14 year old to drive a 50cc Scooter anywhere in the US. This is because it is considered as a motorized vehicle and the minimum age is set at 16 years.
A "moped without pedals" is considered a motorized scooter. Motorized scooters are illegal on NJ Roads and Sidewalks.[1]

Yes, a fourteen year old can ride a motorized scooter on a public road as long as it meets EPA requirements and has a 17 digit VIN number. You can always ride a motorized scooter on a private road aswell. This is only true on a road that is 30 miles per hour or less (soccernut16)

After reading this link: http://www.kscourts.org/ksag/opinions/2001/2001-039.htm It appears to be saying that every person operating a motorized vehicle is required to have a valid drivers license. It also appears to say that any scooter counts as a motorized vehicle and must be registered to be ridden on KS highways (streets)
