Either your throttle cable is broken or disconnected. The cable has like a ball with flat sides soldered on both ends that connect the carb to the trigger. If that comes out of either the carb or the trigger it won't work. If that is in place on both ends it maybe be broken or very frayed in the middle somewhere. If you can't see if it's broken, disconnect it from the carb and pull on it, if it comes out it's broken. They really aren't repairable, you'll have to get a new one the correct length for your machine.

To change the string on the Echo SRM-210 trimmer, first, turn off the engine and disconnect the spark plug for safety. Remove the spool by pressing the tabs on the sides and pulling it out. Replace the old line with a new string, typically 0.095 inches in diameter, by cutting a length of about 20 feet, threading it through the spool's eyelets, and winding it evenly. Finally, reattach the spool to the trimmer and ensure it's secured before starting the engine again.
SRM is involved with making 2 cycle engines for string trimmers. SRM is a part of the company Echo, which makes weedeaters, chainsaws, and leaf blowers.
