Most likely it's the speed sensor. The signals cancel on distance, so if the speed sensor is inoperative the module can't read the distance traveled.
On a 1999 Harley Heritage Classic, the speedometer sensor is located on the transmission. Specifically, it is mounted on the left side of the transmission housing, where it detects the rotation of the speedometer drive gear. This sensor sends signals to the speedometer to display the motorcycle's speed accurately. If you're having issues with the speedometer, checking this sensor and its connections is a good starting point.

a 95 harley does not use a digital speedometer. If urs has one, it is probably aftermarket modificiation.

An 08 F150 Harley Edition does have a cabin air filter located on it. Furthermore, the F180 Harley Edition has a fuel filter located in the engine compartment.
A Harley Davidson speedometer is tank mounted and incorporates an odometer. It is made made from heavy duty chrome and depending on the bike model it can also have a built in tachometer.

I am not aware that there was any special edition of the Model 165 in 1955 from Harley Davidson, although you could certainly get that bike with some special or additional parts. In 1953, the Harley Davidson Model 165 replaced the S-125 model.
