That is a matter of opinion. I believe there should not be. Protecting people from their own stupidity on motorcycles could start to spin into a huge list of laws that govern our lives. We would have no free will. Also, survival of the fittest. If you don't wear the helmet, you should get hurt, its not that hard to figure out you could get killed because you did not wear a helmet.
