If neither piston are moving you either have one of three problems.
1) You could have a sheared keyway between the flywheel and the crankshaft. (hopefully it is this one as it is an easy repair and very cheap)
2) Both piston rods are broken.
3) The crankshaft is broken.

I have been told yes. My son said he uses it on his 21 hp Briggs and Stratton.
Air filter and/or fuel filter may be clogged; carburetor needle valve(s) and/or linkage may need adjustment. You may have an exhaust valve that is leaking or your head(heads) needs to be decarboned another check if you have a point style ignition, clean and regap the points
I recommend you use SAE 10W30 100% synthetic in any air cooled small engine. Any major brand is fine.
I recommend you go to your local Walmart Lawn and Garden Dept or automotive parts store or lawn mower shop. They have manuals that will specify the filters applicable to your engine.
