Yes they can as long as the vehichle has a "salvage title" or certificate of reconstruction, or reconstruct title.
A destruction certificate is also a common phrase used in government and legal fields to describe a certification from one organization or company to another that documents or equipment has been destroyed properly and completely and in accordance with document retention policies or equipment disposal directives. You might see a request for a destruction certificate from a licensed technology transfer to a non-U.S. entity (or other governments as well). You may also see a request for a destruction certificate if you work with weapons or sensitive military items whether you are in domestic and/or especially a foreign work environment. The destruction certificate is usually provided to the entity responsible for confirming the destruction by the office originating the request (e.g. U.S. military to contractor overseas OR State government to local government on sensitive records expirations).
yes you can register a car with such title anywhere in the us.
Destruction =You can no longer drive the vehicle on the road and it can't be rebuild. Salvage =You can rebuild the car and is legal to drive on the road depending on the state you live in.
If you have a title, and it is red, then you can't register it at all. The only thing you can do is sell it to an individual for parts only or to a salvage yard. If the title is blue, then you should be able to register it and it will be a salvage title. If all you have is a certificate of destruction and no title, then its the same as having a red title.
