My 650r with no engine modification and a 160lb rider goes form 0-60 in 3.1 sec and hits top speed at 142mph at 11,000 rpms. (Speedo's are known to be off on new motorcycles. Using GPS a magazine got 137mph)

Generally speaking it's your inseam or leg length that will determine your ability to safely touch the ground on a bike. If you are refering to the Kawasaki Ninja 650R, then the current 2008 model has a seat height of 30.9 inches as compared to an '07 seight height of 31.1 inches. Previous years all vary within an inch or so. Remember "Shiny side up"
There are a few factors that can change the top speed, such as the gas you are running and the oil you mix it with. But generally they can go from 60mph - 85mph max.
