Most likely it is your master cylinder that has to be fixed. I had a simulator thing on Honda Accord. You can check it by seeing if your fluid is getting lower. If it does it a leak somewhere and your master cylinder is fine, but find the leak ASAP. If the fluid level stays the same the 90% it is your Master Cylinder that has to be fixed.
