The way you unflood a scooter enging is really the same as most engines. First you remove the spark plug. Second, If the spark plug dose hase gas on ether burn it off or find a way to remove the gas for the spak plug cilender.
You have a problem with your carburater.
It will be located on top of the cylinder. if its a scooter look under the seat. You may have to take the side panels off, there should be a thick rubber lead connected to the plug. This should just pull off the top of the spark plug. After that you will need a deep socket to undo the spark plug. usually 14mm or 12mm for scooters or bikes. Hope that helps :)
