the valve clearance is EX .013" and IN .006" You have to remove the body covers and fuel tank. you can use the pull start cord and slowly pull it until you can feel it go on to compression remove the spark plug and put a blunt shaft down the cyl don't drop it in, you should feel the piston at TDC, Now you can set the 4 valve clearances.
The book way is to remove the fly wheel plug on the RH side next to the pull cord (chrome plug with a hex head in it) remove the valve covers and watch the intake valve ( closest one to the carby) go down then up by pulling the pull cord slowly as it comes to a stop (up) look in the hole next to the fly wheel and you will see a "T" mark on the fly wheel when you see that the engine is at TDC. Dont use the "F" mark.
Local shop told me that there's no need to do valve adjustment on 2003 Accord.
