There are plenty of vintage motorcycle clubs around the world who's crackpot members always have one too many restoration projects for their own good, or if not, know several people with one. They are usually very friendly and helpful and love nothing more than seeing old bangers being brought back to their former glory.
If you get in contact with one of these clubs they can tell you if anyone is selling bikes, if there are any rally's coming up where you can browse around and ask questions as they show off their pride and joy and tell you the entire history of each individual machine.
Otherwise go out looking in your local area. Often old motorcycles where just left in a shed on a farm when they finally ground to a halt. They're probably still sitting in that shed just waiting for a bit of TLC and a new tank of leaded gas.
I would encourage him/her to work with motorcycles, if that's what they are interested in.

Off road motorcycles do not have keys. Enduro (dual sport) and street motorcycles have keys. Older BMW motorcycles have a "key" but it is not unique to the individual motorcycle. That is, a BMW key will start any old BMW motorcycle. yes motorcycles have keys

I would think that may vary depending on your location but in general, if you are old enough to drive and have a drivers license and a car, you would be old enough to buy car insurance.
