There are two breakers in the wiring harness coming from the headlight down under the front hood. They are sealed in bags, my 2003 700 would lose spark when the headlights were turned on until I replaced one.

This year and model doesn't have a fuse box. MY 2003 Polaris Sportsman 600 twin has TWO breakers below the front center headlight, under the panel. They are inside black plastic pouches that are zip-tied to electric cables.
Check the cable isn't broken, or loosely connected !

it has a main circuit breaker in front of the battery
The circuit breaker is located on the back side of the fuse block that is located on the passenger side of the dashboard. you will have to release the clips that hold the fuse block down and turn it around. there you will find two metal box circuit breakers, one of which is the DEFOG breaker.
