On modern Big Twins the VIN is stamped into the frame on the right side just below the steering head. On Big Twins made before 1970 there is no frame number; they use the motor number for their VIN.
Unless this is a pre 1981 bike, this is not a vin. A vin must be 17 digits. If it is an older bike, no way of checking the vin numbers on them.
