Plugs do eventually foul on dirt bikes just because they get old (4-12 months for a 2 stroke, 6-18 months for a 4 stroke depending on how long you let it warm up for before riding hard). If this is not the case, it is because your mixing too rich of a oil/gas mixture for 2 strokes, or your carburetor is not jetted properly for your area (elevation).
It is also uncommon, but it may be due to your ignition timing; that would also make your bike very hard if not impossible to start or ride (low power). One other uncommon case would be if a gasket is ripped/missing and oil from the transmission or cam is leaking into the cylinder.
Also, when coasting down long hills, give it a little gas every once in a while, they sometimes foul then too unless you keep up the RPM's to keep the plug warm.
spark plugs tend to foul because too much oil builds up around the plug and it cannot work correctly. *sometimes* you can actually remove the plug, clean it, re-gap it, and replace it in the bike.
