They make dirt bikes to ride in rugged terrain. To this end they more than likely have knobby tires, which aren't street-legal in most places, no turn signals that might get caught on trees or damaged in a fall, less restrictive exhausts that don't meet clean air statutes and no passenger accomodations.

Any bike can be ridden as a dirt bike, often with horrible consequences, but a dirt bike is designed to be good at being off the road and a street bike isn't.
