Remove the spark plus and check for congestion. Reconnect wire to plug and hold plug againt metal of engine while someone trys to crank. Look for a spark at the points. Water in the carb and gas tank is the usual problem. Ignition Points corroded is #2. See if you have a round float bowl on the bottom of the carb with a small nut on it's bottom holding it up. If you have one it takes a 7/16 or 1/2 socket wrench to loosen that nut a turn or two and let the bowl drain out. If so when you smell raw gas retighten the nut. Any water will show up as bubble drops -the gas will flow away. don't try to crank again until the gas has evaporated.
It depends on if you bought a pull start mower or a power mower. The pull start mower will have a handle you have to pull hard to start it. The power mower should have a button that simply turns it on. Make sure there is gas in the pull start mower.

your electric motor(I assume) probably wont have enough torque, That is on a Riding type mower, not a push mower, it might work on a push mower as long as its not self prepelled, because your motor probably still wont have enough torque!
