Why wont my 2002 grand am gt idle above 4000 RPM's. It idles fine but when the accelerator is pressed the RPMs go up to about 4000 and it stays there just fluctuating between 3500 and 4000?

The engine has a rev limiter while the transmission is in neutral. It will rev to higher rpm's when the transmission is in gear.
