I believe that is a tricky question. While everything looks the same and it would probably fit, the problem will be with everything else that works with the swingarm. Harley went to the 200mm tire on the rear of softails but I am guessing you know that and that is the reason you are wanting to make the switch. With that being said going with a bigger rim and tire will also force you to possibly change your belt size, pulley, spacers, and possibly even change a spacer in the transmission to give it the correct offset as the rear pulley and keep the belt in line. Otherwise your belt will be rubbing the swingarm or the tire. Not to mention the possible changing of the rear fender and fender struts to allow clearance of a 200mm wheel and tire.

No. The RM250 stuck with smaller axles all the way to the end in 2008. The First Rmz 450's (2005) had larger axles front and rear. If you put RMZ450 forks and a Rmz450 swingarm on an RM250 it would work. These do fit although the rmz 450 swingarm is 25mm longer.
Most aftermarket providers sell swingarm stands that will fit the Buell XBikes. Pit Bull is one of the most popular, and American made.
