Depends on how many CC the pocket bike is. I personally think it might, I just traded my klx 110 after 3 years of use for a 150cc dual seater moped that tops out at 63.
No, you need to be over 16 and have a regular license then get your pocket bike registered for plates.

all you do is have to register it. You have to have a drivers licence and then get an endorsement on it after you pass a motorcycle safety test.

i know in Connecticut its only legal up to 49 cc's but i have no idea what it is there. that's usually the standard as long as its under 50 cc's.
