A 150cc engine is around 6HP ( I have an old lawnmower and that is what is shows on the top)... So, a 190cc engine should be around 7 -7.5 HP. I not sure who got sued, but I know there was a lawsuit surrounding cc vs. HP and that is why Briggs & Stratton engines are only rated as cc. Or that is my understanding. Hope this helps.
