F1 2011 was just released September 20 2011 and a new game will not be released for a year. I think you just got the title wrong because at amazon the price on F1 2011 is still $59.96 but it is rated poorly by customers

Go into the options and turn it on. if you have already done that go and crash someone into the wall but don't crash yourself. that should be enough to bring out the safety car.
