Tons of things you could do. Rocket key (makes the ignition start just before it normally does), performance air intake, perfomance exaust, depending on what its on a new chain/sprocket upgrade (Increases top end speed, but lowers accel), Racing carb, a new spark plug wont do very much but you could do that to. Tons of things you could upgrade, but try going to www.scooterparts4less.com they have a ton of stuff.

How old do you have to be to drive a 49cc Dirt Dog 2-Stroke Gas Scooter?

You can drive a scooter at any age on private property. On public roads, different states have different laws. The general age in states where this is allowed is 14.

What are the laws and regulations on an insured 49 cc mini chopper with no license in the Province of British Columbia?

Under the Motor vehicle act- Mini choppers are considered illegal- however, not sure what is defined as a mini-chopper - if its the size of a pocket bike then definitely illegal. If its big enough to be considered a scooter, it may be licensed as an Low Speed motorcycle (LSM) which has certain restrictions, such as 49cc or less, does not go faster than 70kph. You do not need an MC license for an LSM but you do need some kind of drivers license, preferably a class 5, although you may be able to drive with a class 7.
