Lifeboats were needed in case of a disaster out at sea and since the Titanic hit an iceberg, an evacuation was necessary.
20 lifeboats were onboard; 16 wooden ones and 4 collapsible. There was supposed to be 36 but the number was shortened because the deck looked crowded and "unsightly" with so many. And people didn't think that a ship that supposedly unsinkable would need so many lifeboats onboard.

Titanic carried 20 lifeboats. There weren't enough because opionion was that it made the ship look cluttered, and they weren't expected to be needed anyhow.
