After I transfer my gta v online account from my ps3 to PS4 will i still be able to play it on my ps3 or can I only play it on the new console?

You will be able to play it on both the PS3 and PS4 gaming consoles. The beauty of Playstation is that you can access their games and titles via consoles, along with wireless and remote devices.

They probably stop manufacturing it as it is for an older generation console. Some stores might still have it new. Your best bet would be to try and find it from an online source like craigslist or ebay.
