Senators are summoned by the Governor General, on the advice of the prime minister.

Though appointments to the Senate have always been at the personal discretion of the prime minister of the day, some Canadian provinces have set up a method of electing Senate nominees, under the assumption that the prime minister recommends for appointment only those who are elected thusly. The present Government has also introduced a bill in the Senate to create a national method of elections for Senate nominees.
