Rugrats is finished, but they sometimes air the episodes on Nick.
The "Rugrats" Halloween episodes are titled "Candy Bar Creep Show" and "The Legend of Satchmo." In "Candy Bar Creep Show," the Rugrats go trick-or-treating and encounter various spooky situations, while "The Legend of Satchmo" features the kids imagining a ghostly dog. Both episodes capture the Halloween spirit with fun and adventure.

Rugrats ended because of All Grown Up & All Grown Up hasn't been cancelled yet, but it's on hiatus. Nickelodeon has put on new shows that cause Rugrats and All Grown Up drop in the ratings. Spongebob Squarepants & Avatar became Nickelodeon's most popular series as of now. I think Cartoon Network should save All Grown Up and make new episodes because they're the best network for the show.
You should try searching for this movie on OVGuide (www.ovguide.com), It supplies links to websites which host a wide range of movies. I always use OVGuide to catch movies I'm not prepared to pay to see. Did a quick search and there's one or two decent sites with streaming versions of Rugrats. Rugrats was a great show from 1991 to 2000, when it 'jumped the shark'. From 2001 to 2004, Rugrats was run by a couple of new artists who introduced Dil and Kimi to the script. I would not recommend this movie for sure, as it was made in 2003, when Rugrats decreased in popularity. Although, all Rugrats movies are nicely done.
